It is absolutely possible and I'd be happy to help. In order to flat tow your 2010 Ford Ranger 4WD behind your 2013 Coachman Encounter you are going to need a high low adapter, tow bar and safety cables, base plate kit, wiring harness, and a supplemental braking system. The braking system is required by law in most states and Canada no matter how big your motorhome is.

To flat tow your 2010 Ford Ranger 4WD you will need the following parts:

Tow Bar and Safety Chains - Roadmaster Falcon 2 Tow Bar item # RM-520 and item # RM-643

Crossbar Assembly - Crossbar Assembly for Roadmaster Tow Bars item # 910021-00

Base Plate Kit - Roadmaster Crossbar-Style Base Plate Kit - Removable Arms item # 477-1

Wiring Harness - Roadmaster Diode 7-Wire to 6-Wire Flexo-Coil Wiring Kit item # RM-15267

Supplemental Braking System - Brake Buddy Select 3 Portable Supplemental Braking System item # HM39524

High Low Adapter - The tow bar needs to be within 3" of level. If you measure the height of the inside top of the hitch receiver tube on your RV, and the height difference is more than 3 inches above/below the base plate tab height, you'll need a high/low adapter. I have linked a FAQ article that explains all this in more detail along with our selection of adapters.
