Curt Multi-Purpose Ball Mount Recommendation
Question:
Why can this not be used to tow a trailer if I add in another extension with a tow ball into the bottom receiver? And of course do. It exceeded the tongue weight. As essentially this would just be. 2inch adaptor then.

I think the closest thing to the Roadmaster Dual Hitch part # RM-077-2 that you referenced that would let you tow a trailer and have a hitch opening above it for an accessory like a bike rack would be the Curt Ball Mount and Hitch Receiver part # D210. I attached a review video for this product for you to check out also.
Although the # RM-077-2 looks as if it would have plenty of capacity for a trailer towing situation, Roadmaster does not recommend this for any use but flat towing, and since recommending against that would void the warranty I cannot safely recommend you do so either.
