The 24x60 etrailer Cargo Carrier for 2" Hitches # e98874 is a great option. It is 24"x60", made of steel and has the tilting function you are looking for.

It has a measurement of 9.5" from the center of the hitch pin hole to closest edge of carrier when folded up. There is a good chance you will not have enough clearance from your spare tire for this to fit when folded. But that is the largest distance we have for a tilting carrier.

You could look into a hitch extender like the # e88YR. But, that would decrease your hitches tongue weight capacity by 50%, which is not ideal for a cargo carrier.
