No, it is not. That harness was a factory part and it has been discontinued. The Curt Wiring Harness item # CU94FR has had zero issues with catching on fire or causing damage to the 2023 Hyundai Santa Cruz.
This custom-fit T-connector plugs into your Santa Curz's wiring harness behind the interior trim panel in your rear cargo area. Once you've plugged in the converter you will need to insert the included 10-amp fuse into the fuse holder.
