Is this a suitable replacement for part number J026K5829 - HUB,DRUM 10inch 6-5.5 LUG EZ- LUBE 3500# LCI for a 2017 Jayco 28RLS? Thanks!

Yep!
The Dexter # 84656UC3-EZ will be an exact replacement for the J026K5829 you mentioned. These are both 10" drums with the 6 on 5-1/2" bolt pattern, 3,500lb bearing combination, and easy lube grease cap for your easy lube spindle.
You'll also need to pick up some grease, of which I recommend the # L11380. This high-temp grease is hands-down my favorite for a camper like yours due to how well it holds up to high-heat that the bearings will experience when going down the high way, where normal grease turns to almost water consistency in that heat range.
