Helpful Expert Reply:
The tire and wheel capacity for the Kenda 4.80/4.00-8 Bias Trailer Tire with 8 inch White Wheel # AM30040 that you referenced is rated for the individual tire and wheel, not per axle (2 wheels and tires).
You should note that the wheel capacity is 910 lbs and the tire capacity 745 lbs at 90 psi. This means a couple things. First, your towing setup is always limited to the lowest rated component in the setup, so in this situation the tire is rated lower than the wheel so the overall capacity is 745 lbs.
Next, trailer tires should always be inflated to their max psi in order to have their full capacity. If this tire was not inflated to its full 90 psi rating it's rating would be lower than 745 lbs.
