Why Does My Brake Controller Only Work Manually And Not With My Actual Brakes?

My break controller works manually, but when I push on the break pedal I have to move the controller at different angles to get it to work??

What you're describing sounds like it could be a number of things, however the most common is that it's being caused by the red wire on your brake controller being hooked up incorrectly.
To fix this, you're going to need to reconnect the red wire to a circuit that only sees voltage when the brakes are applied and not when they're released.
There is also another reason that sticks out to me and it might have to do with the way you're testing it. If your wiring is all good, and it only works when adjusting the angle of the controller then I'd recommend putting your toad be in motion and trying again. This is only going to apply if you have a proportional brake controller that you are testing stationary, i.e., in your driveway not moving.
