The Flint Hill Goods Hitch Mounted Aluminum Cargo Carrier part # FHG59ZR doesn't have a speed rating so in all actuality, you can travel as fast as you want with the carrier attached. That said, I probably wouldn't use this at the track or during an off-road race but for all intents and purposes there is no speed rating/limit.
In regards to hitch mounted accessories like bike racks and cargo carrier, they typically aren't limited by speed.
