The white wire, with the mounting eye, is a ground wire that needs to be connected to a metal surface on the trailer that is electrically grounded like the frame. The other two wires will provide the brake/turn and running lights. This light will not provide functions for both sides of the trailer, in order to do that, you would need two units.
The black wire would be connected to your running lights, and the red will be wired to the brake/turn wire. In order for this light to simultaneously provide left and right side, it would need a 4th wire and different internal circuitry.
