Does The Weight of The Fastway e2 Weight Distribution Spring Bars Count Towards The Trailer Weight?

Question:

If youre using a Fastway weight distribution hitch, I understand the ball assembly counts against the vehicle payload. Does the weight of the spring arm count against the vehicle payload as well? Or once the spring arms are engaged, is a portion of the spring arm weight attributed to the trailer since they are now resting on the L brackets on the trailer? Im just trying to confirm that Ive accounted for everything in my vehicle payload when towing.

With the Fastway e2 Weight Distribution # FA92-00-0600 the Trunnion Spring Bar # FA92-02-0699 weight of 13lbs is shared by both the vehicle and trailer since the weight is sits on the hanger as well as in the hitch.
