The two parts that you referenced, the Reese 5th Wheel Sliding hitch head # RP30051 and the Reese Base Rail Kit # RP50140-58 are used together to completely install a 5th wheel trailer hitch in your truck. The Reese Sliding hitch is the portion that attaches to the trailer, and the Reese Base Rail Kit installs attaching to your truck frame and establishes a mounting position for the hitch head to attach to.
If you already have this 5th wheel hitch head, then you can use the base rail kit to install this hitch in your 2005 Dodge Ram 2500.
The Reese sliding hitch head # RP30051 that you referenced, is a slider style of 5th wheel hitch, and is intend to be used for trucks with a short bed. The sliding functions allows the connection point of the king pin to the truck to be moved rearward 10 inches allowing for additional clearance for making sharp turns. The slider function should only be used at low speeds and for precise maneuvering. While towing your 5th wheel trailer the kingpin should be between the cab of the truck and the rear axle of your truck.
I have provided a helpful article about 5th wheel hitches, and several videos for your reference.
