Im only getting 9.5 volts on the back of my travel trailer where my wifi camera goes. My trailer is pulled by a 2000 chevy silverado. Will the 12volt filter capacitor solve my problem?

The 12V PWM Filter for RV Backup Camera Systems - Hardwire # VGR64VR is not going to solve your low-voltage issue on your 2000 Chevrolet Silverado as vehicle's that are older than 5 or so years old aren't going to have pulse modulation.
With that being said, since you're having low-voltage issues that's going to indicate that you have wiring issues and will need to refer to your wiring and check to make sure everything is good.
I recommend using a multi-meter # PT89ZR to check your wiring to your trailer connector and figure out where the issue is. You'll want to also make sure that none of your wiring is broken or frayed, that your connector is not rusted or corroded, and that your ground is secured to a nice clean bare metal surface.
