Dual Hitch Adapter With 10 Inch Drop For Flat Towing & Carrying Bike Rack

Am I able to use a Roadmaster dual hitch 077-10 with a Roadmaster 048-10 High-Low hitch receiver adapter while being within 3” safe level range to flat tow with a bike carrier? TY

The Roadmaster High-Low Adapter - 2" Hitches - 10-1/4" Rise/Drop # RM-048-10 cannot be used together with the Roadmaster Dual Hitch Receiver Adapter, 2" or 10" Drop/Rise # RM-077-10.
If you want to flat tow your vehicle and carry your bike rack and need a 10" drop you would be able to use just the # RM-077-10.
