If your truck does not have the Dodge factory Integrated Trailer Brake Module (ITBM), then yes, you will need a trailer brake controller like the Tekonsha Prodigy P2 Brake Controller, # 90885. The only way to actuate the brakes on the trailer is with an electric brake controller.
The good news is, since your truck has the tow package, you can use a plug-in style wiring adapter to install a brake controller without any cutting or splicing as long as the brake controller you are using has an adapter available. If you would like to go with the Prodigy P2 brake controller, you can use the Tekonsah Plug-In Wiring Adapter, # 3021-P. I have attached installation instructions for this adapter and your truck.
If your truck has the Dodge factory ITBM and you would like to use an aftermarket brake controller like the P2, then a local Dodge dealer will need to reconfigure your TIPM (Totally Integrated Power Module) to prevent any dash lights from coming on. I have attached an FAQ regarding this process for you to check out.
