Key works but not locking under car

In regards to the Thule EasyFold XT Bike Rack for 2 Electric Bikes part # TH903202, the locks don't stop the knobs from turning. The knobs will turn whether they are locked or unlocked. The key stops the knob from engaging rather so you should feel a difference in tension when turning while locked and unlocked. The knob will have more tension when it's unlocked when compared to being locked.

If this does not answer your question then you may need to reach out to the bike rack manufacturer for a warranty claim as the unit does have a lifetime warranty and there could be a hardware issue they'd need to diagnose.
