It sounds like the factory controller on your 2004 Chevrolet Suburban needs to have the computer re-flashed by a dealer. The factory brake controllers are tied into the computer and there are times where it will need to be re-flashed to correct issues. Since you have confirmed the controller has power and is getting signal from the brake light switch you should be getting output on the blue wire.
You can also replace the factory setup with one like the Redarc Tow-Pro Elite Brake Controller # RED63RR. This has a low profile design like the factory controller and will connect to your Suburban with the Tekonsha Plug-In Wiring Adapter # 3015-P.
