To flat tow your 2014 Ford Explorer Police Interceptor model you are going to need a base plate kit, a compatible tow bar, with safety cables, a wiring harness, a supplemental braking system, and a charge line kit. It looks like your Entegra Vision XL 36C motorhome has standard brakes. I have recommended compatible parts.
We'll start with the baseplate kit because you specifically asked about it. I recommend the Blue Ox Base Plate Kit item # BX2632. This kit is compatible with all of the 2014 Explorer trims. It has removable arms that are detachable when not in use for a subtle look.
I have listed the other components you will need to tow below:
Tow Bar- Blue Ox Alpha 2 item # BX7380 this is compatible with the Blue Ox item # BX2632 base plates and comes with safety cables included).
Wiring Harness - Roadmaster Diode 7-Wire to 6-Wire Flexo-Coil Wiring Kit item # RM-15267
Supplemental Braking System - Demco SBS Stay-IN-Play DUO Supplemental Braking System item # SM99251
Charge Line Kit - Roadmaster Battery Charge Line Kit for Towed Vehicles item # RM-156-25
