If your Jeep came with a factory installed tow package that included the trailer wiring harness/connector then it could be a fuse or relay specific to the tow package wiring. You will need to consult the vehicle owners manual to find the fuse/relay locations to check them.
Also make sure that the wires are all intact at the back of the connector and that there is no corrosion inside or outside of the connector. You can also inspect the wiring and make sure there are no breaks in the wiring.
If you are using an adapter like # 47549 that you referenced then there could be a wiring issue inside of it. If the connector on the Jeep actually does have power but when plugging in the adapter the output side for the right turn/brake lights does not show power then it is an issue in the adapter and it will need to be repaired or replaced.
