Think of base plates the same way you would any vehicle specific part. Specific models of base plates are designed to fit specific vehicles and cannot be moved to other vehicles. The Roadmaster base plates # 1146-1 will not fit a 1995 Geo Tracker. You would not be able to modify them without compromising their integrity. Doing so would make them unsafe to use and may not even be possible depending on just how different the two vehicles are underneath.
Roadmaster has 2 base plate options for your 1995 Tracker. For fixed arms that will always be visible at the front of the vehicle but that also cost less, use # 118-1. For base plates with removable arms but cost more use # 118-3.
Next you will need a compatible tow bar. There are a few option here as well. The Geo Tracker was not all that heavy so provided it is under 5,000 pounds you could use the Tracker, # RM-020. This is a very economical tow bar, plus it is also called the Tracker. Towing your Tracker with the Tracker. It was meant to be!
You will also need safety cables. I like the coiled cables # RM-643. The coiled design helps to keep the cables off of the ground while towing.
For lighting, the easiest solution is to use a magnetic kit such as # RM-2120. Using a magnetic kits means that you will not have to cut into the vehicle wiring for installation.
And finally, most states now require a supplemental braking system on the vehicle being flat towed. I recommend the InvisiBrake # RM-8700 because once you have it installed you will not have to mess with it again. If using this system with magnetic light you will need to ground the lights to the Geo Tracker frame instead of through its 4-Way connector. The brake system and light combination needs a substantial ground to work properly.
Be sure to consult your vehicle owners manual for specific information on flat towing the Tracker. I have also included 2 helpful links to the right on flat towing for you. Sort of an Everything you ever wanted to know about flat towing collection of FAQ articles we produced.
