The Curt cargo carrier # C18100 fits in 2 inch hitch receivers. If your 2002 Chevy Silverado has a 2 inch hitch then the carrier shank will fit in the receiver but there are some other things to consider. There are some measurements you will want to take to determine if there will be any interference between the truck and the carrier. Measure from the center of the hitch pin hole straight back to the distance required to clear the rear bumper.
If your measurement is less than 5 inches then the carrier will fit when folded up and when down. If it is greater than 5 inches the carrier will not fit when folded and the hitch is not going to be recessed under the truck far enough to affect the fit when in the down position. I have linked a video review of this carrier for you.
Pro Series cargo carrier # 6502 offers the most clearance of the folding carriers. When folded up from the center of the hitch pin hole to the nearest part of the carrier is 7-1/2 inches. If your clearance measurement is less than 7-1/2 inches this carry will fit when folded and when down. I have linked a video review of the Pro Series carrier as well.
