The Reese Quick-Install Custom Base Rail # RP50040-58 is the correct kit for your 2004 Dodge Ram 1500 short 6 ft bed.
This kit will accept Curt, Reese, Hidden Hitch, Draw-Tite, Valley and Husky 5th wheel hitches that fit in above the bed rails. The installation instructions are attached.
The Reese Quick-Install Custom Base Rail # RP50082-58 that you referenced does not fit a 2004 Ram 1500 short bed.
