Im looking for a soft tonneau cover that will work with this rack for a 2022 Tacoma offroad with a 5 ft bed?

I definitely have a tonneau cover recommendation for your 2022 Toyota Tacoma 5' bed but the clamps used for the Thule TracRac TracONE Ladder Rack # TH27000XTB-XK4B won't allow you to install a tonneau cover at the same time - even with the Deck Rail system.

For your application I recommend going with the Access TonnoSport Soft, Roll-Up Tonneau Cover # A22050269 and the Adarac Pro Series Custom Truck Bed Ladder Rack # A66ZR (which mounts via stake pockets so you will have to drill). The rails of the TonnoSport mount inside the bed while the rails for the Pro Series rack mount on top of the bed rails making these a fit for each other.
