You will want to determine if the problem is with the vehicle or the trailer wiring, using a tester like part #PTW2993. You will need to disconnect the vehicle from the trailer and test each wire on the vehicle harness to make certain they are getting power. If the wire harness on the vehicle side has a converter, it could be bad. Another possible problem could be bad relays on the vehicle. If your vehicle has fuses, and not relays, you might check the stoplight fuse as well. You will need to check the owner's manual to find the relay location for tow package wiring.
Since you said that the lights work except the turn signals, one of the causes of the problem may be a weak or bad ground on the trailer. Make sure that your ground wire is securely fastened, and that there is no paint or any corrosion preventing it from making good contact. Check the ground connections on your trailer for your taillights as well as your turn signals to make sure there is no corrosion or paint that would interfere with the connection.
