Anything secured on the tongue of your trailer will increase the tongue weight, yes. The Bike Bunk # CC-275 is a decent option but I like the Jack-It 2 Bike Rack for A-Frame Trailers # LC429756 a little better. Initially the Bike Bunk looks like it has a higher weight rating at 100 lbs but since this includes the weight of the bike rack you'll be sitting around the same 40 lbs per bike weight capacity as the Jack-It plus you'll have to lift your bikes higher. If you shift some cargo around in your Keystone you should be able to retain your current tongue weight as well.
You can use a ladder-style rack like the Stromberg Carlson # LA-102 but these generally aren't as rigid s something like the Jack-It so the ride will be a bit more rough for your bikes on something like that.
Aside from these options you'll need to either install a hitch on your trailer or use a roof rack carrier on your tow vehicle but I'll need your year/make/model to recommend a whole roof rack system.
Attached are review videos of both style bike racks for you to check out.
