As simplistic as it sounds, the first thing you need to do is make certain which Silverado model you have. For 2007, Chevrolet made both the Classic model and also made the New Body model. On the New Body models, there is no panel connector for a brake controller harness, so hard wiring the brake controller is necessary. I have linked you to an FAQ article that explains the wiring for a brake controller on a 2007 Chevrolet Silverado New Body with factory integrated brake control.

I have also linked you to an FAQ article that explains the brake controller installation on the 2007 Silverado Classic model. I also attached a photo that shows what the panel looks like where the brake controller plugs. If you do have a Silverado Classic, and the panel has a plug installed on it, I would suggest finding where the harness wires are run. It is possible there is a plug installed, but nothing is attached to the other end of the wires coming from the plug. If that is the case, simply remove the plug and use the plug from your brake controller. You should not install the plug from the brake controller harness in any of the plugs on the panel other than the designated slot.
