Sounds like the problem is on the running light circuit of your trailer or tow vehicle. I would first start by testing the trailer connector of your tow vehicle with a circuit tester like our part # PTW2993 to determine if the problem is on your tow vehicle or trailer. Check out the video I attached to see how this is done. If the running light circuit seems to be working here then you know the problem is in the trailer wiring.
First thing I would check from there would be corrosion on the trailer connector as this is most likely the culprit if the problem is the trailer wiring. I attached an FAQ article on trailer wiring for you to check out also.
If the tow vehicle trailer connector does not have the running light circuit active when you tested it you know the problem is somewhere on the vehicle wiring and you will want to check the back of the connector looking for corrosion or exposed wire and fix as necessary.
