Hitch Plate for 1999 Ford F-250 with Higher Hitch Opening

I need a hitch thats not dropped to clear a bumper as i have a flatbed.

The hitch opening of the Buyers Products Hitch Plate with 2-1/2" Receiver Tube # 3371809061A is up higher than the very bottom of the plate so it would work for you I believe since you don't want something that sits lower.
