The Yakima OnRamp Bike Rack # Y36FR is going to be your best bet as long as your e-Bikes are 40 lbs or less when you remove the batteries. This comes with the loading ramp and works with up to 3.25" tires so the weight is really the only determining factor here.

This rack comes with a lock for the bikes so the only other thing you'll really need is the Yakima HitchLock # Y07235 and then their 2-Core Kit # Y07202 if you want to ensure the locks use the same key.

If your bikes weigh over 40 lbs even with the battery removed then the only other solution for use on a trailer is the Lets Go Aero V-Lectric FAT PRO Bike Rack for 2 Electric Bikes # LGA77FR. This monster can be installed on anything that has a 2" hitch receiver and still retain a 75 lb per-bike weight rating. It's compatible with up to 4.5" tires and has the ability to slide out if you need some extra clearance to open up a rear hatch if you plan to use this on a vehicle as well.

Attached are review videos for both racks for you to check out.
