From your recent searches, it looks like you are referring to the Redarc Tow-Pro Liberty Brake Controller # RED24FR. You are absolutely correct in saying you need the additional wiring adapters # 3040-P and # 331-TPH-017 for your tow package plug under the dash of your 2006 Toyota Tacoma.
It is important to note that your vehicle needs to have a 4-way and a 7-way harness installed before adding a brake controller to your Tacoma. If you need those parts, they are the T-One Vehicle Wiring Harness with 4-Pole Flat Trailer Connector # 118496 and the Universal Installation Kit for Trailer Brake Controller - 7-Way RV and 4-Way Flat # ETBC7. I went ahead and attached installation walkthroughs if you need help with installing these harnesses.
