I recommend checking out the etrailer Trailer Hitch # e98847 for your 2019 Subaru Outback Wagon as this has the easier-to-install style and a matte black finish that helps to protect against the elements. You will need to lower the exhaust and possible enlarge some of the access holes for this installation regardless of which brand you decide to go with. Lowering the exhaust is actually really common when it comes to hitch installs. If you check out the attached install video you can see how we drop the exhaust with minimal effort.
Then for a bike rack I really like the Kuat NV 2.0 Base Bike Rack # BA22B because of how clean it looks and how easy it is to use. This also has a matte black finish so it will match the hitch as well as any black trim on your Outback Wagon plus all of the features are tool free and the lever to tilt/fold the rack is within reach of your foot so you have more control over your bikes and the rack. Attached is a review video of the upgraded NV 2.0 # NV22G for you to check out. The only differences between the bike in the video and the one I recommended are the color and the one in the video comes with the integrated bike repair stand.
