Honestly, the best practice would be to avoid using an adapter like the # 80303 you'd looked at if at all possible.
The very best option would either to remove the existing 1-1/4 inch hitch and replace it with a 2 inch hitch like part # C38JR or replace your existing bike rack for one that's compatible with a 1-1/4 inch hitch such as the Swagman XTC2, part # S64670 which can carry two bikes weighing up to 35 lbs each and is compatible with both 2 inch and 1-1/4 inch receivers.
That being said, an adapter like the # 80303 for Class II hitches or # HTAD for Class I hitches could be used, but there are two reasons I recommend using an adapter ONLY as a last resort.
1) Using an adapter will reduce the tongue weight capacity of the hitch (maximum downward pressure that can
safely be applied to the hitch) by half. You'll want to consult the weight capacity sticker on the hitch crossbar to
determine the hitch's tongue weight capacity. With the adapter, the weight of the bike rack plus the bikes
carried on it cannot exceed 50% of the hitch's tongue weight capacity.
2) Adding an adapter will introduce another piece of equipment between the bike rack and the hitch, as well as
an additional connection point. This extra piece will cause more bouncing and movement/rattle of the bike
rack.
I've linked to some product demonstration videos that you might find helpful.
