Will I be able to open rear door right side with the Swagman Electric Bike Rack in the folded down position? Thanks.

I am not sure you will be able to open the door of your 2017 Ram ProMaster 3500. The Swagman Current Bike Rack for 2 Electric Bikes - 1-1/4" and 2" Hitches - Frame Mount, part # S64678, when this rack is in the folded down position. In this position, the distance from the center of the hitch pin to the top of the Swagman Current is approximately 14". In the tilted down position, the distance from the center of the hitch pin to the top of the bike cradle is slightly less. You will have to measure the distance from the center of the hitch pin of hold to the bottom of the rear door of your 2017 Ram ProMaster 3500. If it is less than 14", you will not have a problem opening your right rear door.
You can combine a hitch bike rack with a swing away adapter and not have to worry about not being able to open your door when you are carrying bikes. If you combine the Hollywood Racks Sport Rider SE2 Bike Rack for 2 Bikes - 2" Hitches - Frame Mount, part # HR1450Z, and the Yakima BackSwing Swing Away Hitch Extender for Bike Racks - 2" Hitches, part # Y02483. With the swing away adapter installed you can move your bikes completely out of the way of your rear door. The adapter cannot be used with any hitch bike racks that can be switched between 1-1/4" and 2", so the Swagman Current will not work. You will also halve the maximum tongue weight of your 2017 Ram ProMaster, but unless you also plan on towing a trailer, it will not be an issue.
