Trailer wheel and tires like the Westlake ST225/75R15 Radial Tire w 15" Liger Aluminum Wheel # LH36FR that you referenced are not balanced. In general balancing trailer tires/wheels doesn't make a difference to make it worth doing. When people do try it though it's pretty common for the weights to fall off anyway.
