It looks like the brake light and running light wires on harness # 118405 plug into the same location on a 2009 Toyota Camry. Check the converter wiring going into the converter to see if power is at that point since it is already at the tail light. If it is not on the brown wire going into the converter then check the connectors for bent or broken pins. If they you find a broken pin that harness will need to be replaced.
A bent pin could be very carefully bent back. Make sure that the converter box is grounded to a clean and corrosion free bare metal surface, no paint. Moving the ground may help.
If you do all of this and still do not get any power on the 4-Way side of the converter then the wiring harness is bad and will need to be replaced. I have included a link to an FAQ article on troubleshooting 4-Ways for you.
If there was a short on the trailer side then that would be what caused the problem. Installing a new harness would result in the same problem. You will need to track down the short on the trailer by examining the trailer wiring looking for breaks in the wire or nicks with exposed wire touching bare metal. Also make sure all of the grounds are attached to clean and corrosion free bare metal surfaces.
