We can definitely get your 2013 Toyota Prius v set up with a hitch and platform bike rack for a pair of bikes. Let's go ahead and start with the hitch, and I'll give you a couple of options. First, is the overall best, which is from EcoHitch:
- EcoHitch Hidden Trailer Hitch Receiver # 306-X7192
The EcoHitch # 306-X7192 is easily the best hitch for your '13 Prius v for a number of reasons; it has the best ground clearance, the best bumper clearance, has a completely hidden crosstube so only the receiver shows, and is the only hitch for your Prius v with a 2 inch receiver, which opens up the options for a bike rack.
That said, the EcoHitch is the more premium option for a hitch, so if budget is the most crucial factor, then the next best hitch is the Draw-Tite Sportframe Trailer Hitch Receiver # 24847.
The # 24847 has lesser clearances, has a 1-1/ inch receiver, and is Class I rated, which means it requires a Class I rated bike rack, and for that the best option for a platform rack that will work for your vehicle is the Swagman Chinook Bike Rack # S64683.
The Chinook # S64683 is a solid all-around rack that has large wheel cradles to make it easier to load your bikes, and both tilts and folds. The biggest downside to the Chinook is it is heavy at 47 lbs, though if you plan on leaving it on your Prius that won't be an issue. If you go with the EcoHitch, the bike rack I highly recommend is the Saris Freedom Bike Rack # SA4412B.
The Freedom # SA4412B weighs just 22-1/2 lbs so it is easy to handle, but still has a 60 lb per bike capacity as well as the ability to tilt and fold. The Freedom also has a shank that rises 8 inches for optimal clearance to help ensure the rack doesn't touch the ground.
