On my 2022 Subaru Outback, do I need to remove my bumper cover to install the e25TR?

You will need to remove the rear bumper of your '22 Subaru Outback to install the etrailer # e25TR you'd mentioned. However if you're looking for a trailer hitch that does not require bumper removal the # DT73RR would be the option you'd want.
The great thing about the fitment of the # DT73RR is that it provides you with 14 inches of ground clearance height. With this height, you will have plenty of room to install hitch-mounted accessories like the 24x60 etrailer Cargo Carrier # e98874.
