I have a solution for you but the Buyers Combination Pintle Hook with 2-5/16" Ball item # 337RM62516 you referenced doesn't have any drop. I recommend the Gen-Y Adjustable 2-Ball Mount w/ Stacked Receivers item # 325-GH-424. This adjustable ball mount has options for both a 2" and 2 5/16" ball. It has 10,000 lbs capacity and a 5" drop and rise.
