Can I hook the above unit red wire to my trailer light brake circuit and have them enter the strobe Mode when I apply the brakes?

I mean you can really install the Custer 4-LED Strobe Light or Running Light # STRL4A in whatever manner you want to, but I don't really recommend hooking them up so that they flash when you hit your brakes as I'm sure that is not the legal way to hook up the lights. You will want to check with your local highway patrol to make sure that you have this light hooked up legally.
What I would do is connect the lights to your running light circuit and/or hook the light up to 12V power and a switch so that you can control when the strobe happens (like if you have a large load on the trailer or something of that matter).
Attached is a review video so you can get a good idea of how this light operates.
