Can this be stuck to a powder coated metal surface? If not what can be put between the heater and the powder coated surface?

Yes, the ThermaHeat RV Holding Tank or Step Heater Pad w/ Thermostat - 18-1/4" Long x 12" Wide # 277-000164 can be applied to powder coated metal surfaces.
It is not uncommon for people to install these on the underside of their metal RV steps to keep them safe from ice build up.
