It is the right size hitch receiver, Class III, to carry a mobility scooter. I would still recommend a different hitch receiver that has a higher maximum tongue weight. The hitch receiver you have selected has a tongue weight of 350 lbs. This means your mobility scooter and the weight of the rack cannot exceed 350 lbs. You would be cutting it close, so my recommendation is the etrailer Trailer Hitch Receiver - Custom Fit - Matte Black Finish - Class III - 2", part # e98846. This hitch receiver has a maximum tongue weight of 525, which should be enough weight for your mobility scooter and the rack you will use to transport it.
