For your application the only bike rack options that will work are the Swagman E-Spec # S94FR because it has a weight rating of 70 lbs per bike, or the Hollywood Racks RV Rider # HLY64FR because it has a weight rating of 80 lbs per bike. The battery on your Himiway e-Bike should weigh in at about 9 lbs so when you remove it you'll be under the weight capacity of either bike rack. I personally like the RV Rider a little better but you can choose which one you'd like depending on the style.
The E-Spec measures 15-1/2" from the center of the hitch pin hole to the closest part of the rack. If you have a Wrangler then you can use this measurement to determine if the rack will clear your spare or not. You can use an extender like the Yakima StraightShot # Y69VR to gain some clearance or a swing-away adapter like the Saris Swing Away # SAR36VR so that you can get in the rear cargo area of your Jeep without removing the bikes or bike rack.
