Yes, the B&W Custom Headache Rack w/ LED Brake, Turn, Tail Lights # BW99FR does come with a wiring harness to get all of the lights connected. If you check out the attached photo you'll see the wiring harness laid out.
I recommend using the Deka Heat Shrink Butt Connectors # DW05744-5 to make your connections because they will do a great job at protecting your wire connections.
