I recommend checking fuse number 38 on your 2003 Ford F-250 Super Duty its the trailer tow park lights fuse on your truck. The trailer lights may be on different circuits. If those are all good you should check the ground on your trailer. A bad ground could be causing your issues so you should make sure it has a good connection to bare metal and isn't corroded. If that's ok you should check your wiring for faults and damage. I recommend using a circuit tester like item # PTW2992 as well.
