So the correct 5th wheel hitch that fits the B&W Turnoverball Underbed Gooseneck Trailer Hitch # BWGNRK1116 in your 2017 Ford F-250 short bed is the Companion slider:
- B&W Companion 5th Wheel Trailer Hitch with Slider # BWRVK3400-5W
This hitch is adjustable from 17 to 19 inches from your truck bed, and according to my research, your F-250 measures just over 38 inches from the ground to the top of the truck bed. So while this is the correct hitch for your truck, there isn't any way to add a 5th wheel hitch that measures 40 inches from the ground to the top of the hitch.
An option to consider is a 5th wheel trailer to gooseneck adapter for a short bed, which will work so long as the measurement from the bottom of your king-pin plate to top of the hitch ball when trailer and truck are level is between 11-3/4" and 14-3/4". If you have that you can use the following adapter:
- Ranch Hitch Universal 5th-Wheel-to-Gooseneck Coupler Adapter w/ 8" Offset for Short-Bed Trucks # AM3139
The safety chains for this are the Safety Chains for Ranch Hitch 5th-Wheel-to-Gooseneck Coupler Adapter # AM3109, and for installation you will also need the Slide Hammer for Ranch Hitch 5th-Wheel-to-Gooseneck Coupler Adapter # AM3103.
An adapter would be the only way due to the low height requirement you have.
