The Stealth Hitches Hidden Rack Receiver # SH49ZR will be rated up to 350 pounds, but from what I could find, it will be rated up to 220 pounds when installed on a 2019 VW Tiguan as this is the vehicle's max tongue weight capacity. With that being said, as long as the combined weight of the scooter and its carrier is less than the 220 pounds, you will be good to go. If it ends up being heavier than 220 pounds, you will need to go another way.
You can add the Towing Kit w/ Ball Mount and Trailer Wiring for Stealth Hitches # SH82VR to the # SH49ZR to tow a small trailer. Your 2019 Tiguan is rated to tow up to 1,500 pounds, so this may be the better option.
