I have a solution for you. Since your Blix Packa has a weight capacity of 59.5 pounds (with battery detached), the best route is a hitch-mounted bike rack. We unfortunately do not have a trunk or a roof bike rack that will be able to accommodate the weight capacity of your e-bike. I recommend the Saris Freedom Bike Rack for 2 Bikes - 1-1/4" and 2" Hitches # SA4412B. The Freedom has a per-bike weight capacity of 60 pounds. Also, you will not need to purchase a bike frame adapter bar in order to mount your bike's frame to the cradles of the freedom.
If you are looking for an easy-loading option that comes with an integrated ramp, I recommend the Yakima OnRamp Bike Rack for 2 Electric Bikes - 2" Hitches # Y36FR. The OnRamp comes with a 66 pound per-bike weight capacity. Just like the freedom, you will not need to use a bike frame adapter for your bike because the cradles can adjust independently along the center mast to attach to your Packa. It also comes with an integrated ramp that allows you to mount the bike to the platform without lifting it off the ground.
You will be able to use your factory rear 2-inch hitch receiver on your 2019 Chevy Tahoe to use the OnRamp.
