I want to tow a Chevy trailblazer and need a 6 inch four inch would work and would like to use the top of the dual hitch for my bike rack. Will the Roadmaster dual hitch with the 6 inch allow me to tow the car in the position?

Yes the Roadmaster dual hitch adapter part # RM-077-6 that has a 6 inch drop hitch opening as well as a higher one that you could use for your bike rack would work great for you. This adapter was designed for basically your exact situation where the lower hitch is used for the tow bar and the upper one for an accessory like a bike rack.
