Why Does Underbody Panel/Heat Shield Need Removal to Install Curt C12091 Hitch on 2018 Ford Fusion

Why is the heat shield on the Fusion permanently removed?

The shield/lower panel you speak of is removed because it completely blocks the area where the hitch would need to sit. The amount of trimming necessary to get that panel to fit around the hitch would be so extensive that there wouldn't be anything left of that panel one you're done.
As far as the heat shielding properties of that part, the hitch will serve that purpose, preventing the heat radiated from the muffler from damaging the rear fascia/bumper cover.
