The correct mounting hardware for the Quick Release Mounting Plates for Jif Marine Straight or Lifting Dock Ladders - Aluminum - Qty 2 # JIF27FR you were looking at is going to be dependent on the material of your deck.
For a wooden deck a 2" or so long lag bolts would be a great option, and for a metal dock you would want to use stainless steel or zinc/galvanized bolts long enough to go through the dock, washers, and nuts.
