Is the Adco SFS AquaShed Waterproof

Question:

Bought a trailer with a similar cover and the water went right thru. Seller said they should be waterproof for 3 years and it was only 2 years old. Someone else told me they are only dust covers so dont expect it to be waterproof. Whats the point if they dont keep water out?
